Pull the cable out and clean and lube. It's possibly just all gummed up and has to much resistance to spin freely.Tach is reading low and responding very slowly, Not sure what's going on there.

My RD200 was doing the same thing. I tried just pulling the cable out from the jacket but that didn't help. Ended up pulling the whole cable off the bike and soaking it in varsol and then using one of Dads gun cleaning rods to clean out the gunk,

Oh is it from PA?nice score, thats $300 at PA not on sale without any hold down clamps, buttons etc. I picked mine up a few years ago for ~$160 on sale and its good enough for what I do, plus if tried making it myself I'd still be drilling holes...
