Does the shoulder diameter have to mate some other part feature to some specific tolerance?
Found this on Aliexpress under 'shoulder screw' but not 100% sure what's going on. Their table does not show dimension D for M2 even though I've selected it. Table starts at 4 (presumably M4). But dimension D is always a bit less than nominal so with fingers crossed, might be like your drawing measurements? Maybe poke around Ali on your own or maybe has something in the spare parts bin. Its not horrible to make but it would have to be a straight (slitting saw made) head in my shop.

This is a good point. As long as it’s m2 thread I could file down the head or cut the thread to length with hand tools… it’s really the shoulder that complicates it.

The m2 of this be very close. May order some just in case.
 
Reminds me of some adjusters I had to make except the slit was on the thread side & the head side had a ball recess. I cant recall if they were M2.0 or M2.5 but they were actually pretty straightforward to make. Just turn the diameters, run a die to thread, part it off. Then make a slit for blade type screwdriver. If it needs to be hex drive, that's a different animal. Ideally cut with a rotary broach. Not a common tool but some guys have them / made them

This is the size of a M2x0.4 socket head cap screw according to McMaster, so if you think you can turn the head into something suitable that might work too. The hex size is 1.5m across the flats x 1.125mm deep

This is a good point. As long as it’s m2 thread I could file down the head or cut the thread to length with hand tools… it’s really the shoulder that complicates it.
Could you just use a M2 screw and make a collar for it? If you are worried about the collar moving you could MetalSet the collar in place (or possibly loctite). I might even have some 2.5mm stainless tubing in my collection and you are welcome to it. Cheers, P.

No, see the problem with this idea is that it's both too simple and also doesn't require me to spend money on highly specialized tools and equipment and/or someone who has specialized tools and equipment.

This is great. I will definitely try that. I already have m2 screws of a similar size that I could file down. I'll see if I can find some of the tubing locally (assuming you're not from the Maple Ridge/Vancouver area).

As an alternative, could you thread a nut all the way on, then machine the hex away leaving your 2.5 mm diameter? The thickness of the nut could be adjusted by filing.
Given the size of this, I’d be tempted to clamp it into the collet on my Dremel and use a file to take the nut down to the required diameter. I’d also start with an overly long screw so I could eliminate any threads I mess up trying to hold on to it while ‘machining’ the nut down.

Completely separate from this thread/task I’m now inspired to build a micro lathe based on my dremel. Probably have to make it CNC just because it’s more complicated.

My family will thank you for giving me yet another project.
