Anybody know the make of this vine? Tag says made in Canada but the rest is unreadable

That is the heaviest *vine* that I've seen! (just kidding)

It could be by one of a dozen companies. Dominion Works used to make vises until WW2, and that looks about right. But that is just a guess.

I was going to say that it has a kinda Rohm vibe to it but that's obviously not a Canadian brand.

That looks like a resellers tag, rather than a makers one.

J.M. Opinion, but have seen far too many machine tools listed for sale as being "made" (< air quotes there!) by, for instance Barer Machine Tools.

Not very many tool distributors were that shy about slamming their own labels on to th estuff they sold, no matter the source!
