Update: I'm having more success with those flywheel recesses now. Thanks to everybody for the tip and hints.
1-I ground the trepanning-style tool narrower, and rounded the tip. this has reduced the chatter problem a lot. I'm now 'plunging' (gingerly!) the tool into the face of the work and then using the cross slide to move the tool 'outwards' when cutting on the front of the workpiece with the spindle rotating in the normal (CCW) direction. For working up to the hub, I'm working from the 'back side' with the spindle rotating CCW.
2- I made a 'plinth' block to replace the compound slide, and I think that's stiffened up the machine a bit. (It's a 7x14, so a different world from the machines y'all use.. )
3- Using the carriage stop - also a recent addition - removes one of the variables.
