Tool What’s it for?

Bought a “new” drill press at auction, came with tons of drills, spade bits, forstner bits and bunch of other accessories.

The only thing I don’t what what it is is this. The previous owner was a wood worker.

Just want to know what it is so I can trade, turf, transform or us as it is.
