Nice build I would consider a lip on the bottom of the tanks to secure them better when rolling around.
For my holders I used some square tubing welded to the base with some sliding fit tubing for the uprights a 3/8 slice of the larger tubing is welded for a stop.
They are removable for the tighter areas and can be turned in 3 positions.

I'm going to try and keep the cables inboard as much as possible so the cart occupies as little space as possible.
With the open space beside the machines I think I can fit a couple of hooks under the top curved piece for TIG cables and the same thing beside the MIG.
Still need to figure out rod storage.
make the mig spool shelf large enough for 11 pounders if you use them and maybe a few posts on top to stack 2 pounders You might be able to fit a narrow tall tool box in that space for consumables?
Thanks @Brent H, I have a drawer planned for this space. Planning to put TIG and MIG consumables in it.
That would still leave me lots of space underneath for wire spools.
I currently have an 11 lb spool of .023 installed but do have a 1 lb spool each of .030 wire and .030 fluxcore that I need to store.
It just occurred to me that I could TIG rod holders horizontally as shown. That would make it easier to pull the rod out.
