There is enforcement here, and if they dont pay you can have sheriff order for sale of assets to collect.May be different in different jurisdictions but my experience in small claims court was that a win means very little.

There is no process to enforce payment. It is up to you to file a lien if need be, (more money and paperwork) and then possibly get the Sheriff department to confiscate something of value, (more money and paperwork again).
A small claims judgement is a moral victory, but little else.
But it is more about the point, owners time is worth a lot and a claim can make him spend so much time in court. In Toronto, which also means Toronto traffic time
