Question for woodworkers with a CNC router

I'm interested in trying relief carving in steel on my CNC mill.

The plan is to use an image and from that, generate a 3D dataset which will recognize the Z depth.
If this works, then maybe I can figure out an easy way to produce embossing dies for a rolling mill

So my question is how do you do that?

And what would an inexpensive workflow from image to G-code, look like?

I use Vectric VCarve for all CAD/CAM on my CNC router. It has wizards for to import bitmaps and create the toolpaths.
I have never done it but there are loads of videos on how to do it.
What CAD/CAM software are you using?
