Do those smaller AO tanks fall under the same certification criteria & timing cycles as the bigger boys?

Fairly confident they do

When you factor in most people sell them when they are expired, and how short the oxygen lasts on a set/refill price unless you have a VERY specific need for a unit that small I think it's unwise.

I bought a similar package from Peavey Mart.( Lincoln ) The cylinders were new and empty, I brought them to Praxair and they just exchanged them for full tanks. So every time I need a refill they just give me an exchange, so I get a certified tank every time no expiry. For what little brazing and silver soldering I do it's the perfect size.

For someone that just needs it once in a while it would be great other than they bone you pretty hard $ per m3 of gas.
Standard Victor or generic tips so cheap.
For my own use I found even B size tanks too small which are the next size up from the MC size in these sets, ended up going with Albee tanks.
