Is a shaper the only machine that can cut a key way?

Broach would imo be the most common for that size. I've done so that way or used the the lathe or mill as shaper (the Armstrong method). The later two have the wonderful advantage of not requiring expensive tooling. Currently I'm building a mini gantry crane to help get back together a new mill, disassembled to go down the stairs, that has a slotting head which will be fun try.
