The 2020 version looks like it could be a fun project to build, waiting for a need.
 
One of the main differences is the diameter, 50mm instead of 66mm. And:

There are other differences as well but the notes are spread around a bit throughout the article. Gears are cut using a fly cutter. (I didn't look at the 2016 article)
