I think this fella needs a Metrology setup lesson

This is pretty classic. But the truth is that I see guys screw up like that all the time.

The reference (the magnet end) is just as important as the needle end.
 
Can someone explain what he's trying to do there? Is it making sure it's concentric or something?

I think the intention was to make sure the part was concentrically aligned. But as @KeeponDragon noticed. It is a redundant setup that produces meaningless results. About all that could be measured with that setup is the minimal distortion in the chuck itself as it rotated, and you would need a much more accurate indicator than that to measure that.

In other words, it's either a newbie screwup or as @Dan Dubeau suggests, perhaps just a deliberate attempt to get views from folks like us making fun of him.
 
Reminds me of when I was at Uni. Walked through a lab and saw a PhD candidate (Mech Eng) sitting and turning a bolt trying to tighten a connection. Quarter turn at a time with 1” open end wrench.
15 minutes later I walked past again and he was still turning the bolt.
I felt sorry for him and leaned in to say:
“You’ve got to hold the nut….”
I suspect his speciality might have been thermodynamics….
