You have to remember one thing, it's for sale, that does not mean sold. As an example looking at high efficiency used furnaces. Here's one barely used $2300....here's another $500, wonder which one sells:D

I'm located in Ontario, at some point years ago I enquired about installation of a used gas furnace and was told it was not possible because it was illegal to install a used furnace and no licensed gas fitter would do it. This might have been complete nonsense but that is what I was told.

Anyone know if this is true or false?

I know that's not the case in Alberta however, rules seem to vary depending on municipality and then also what the funace man tells you is not always the truth. Out here I think there are alot if good used furnaces for sale by furnace men that took them out of other homes for some reason or another.
 
My garage furnace was a used one from Fagan‘s here in Calgary I think it was $400/500 installed

False, at least here in the land of freedom. My SIL is a Red Seal gasfitter.
A furnace gets replaced often after a addition to the home which calls for more capacity, also the Plumbing co's offer new furnace Ac, and water heater as a package deal sale during hot weaather and everyone jumps on getting something "free"
