It looks like a new-ish lathe. No word on tooling, I stand by the 4000$ estimate, however.

I ran a triumph 2000 back in the late 80's. Very strong horse. Without tooling is 4K, with tooling 5K worth it.. remember @TorontoBuilder chasing one last year and paid 6K.. but anyway... I am not getting one ,,,
