The frame is grounded. To the motor, to the switch, to the 3-prong electrical cord, to the outlet which not only has a ground wire going back to the panel, but the EMT conduit as well.

I'll look around on-line and try to find a static brush that I can attach to the back of the belt.
Okay the video has established that the spark jumping is not 120 volt fed from the grid.
This is a static discharge, high voltage to jump 1/4" but flat from current. Direct your efforts to static discharge resolution.

Humidity level in the shop? Can you bring it up? Any idea what it is? Typically, we get static shocks in the winter time when the air is dryer. But if this is a new issue for you that has, previously, not been a concern, then need to think about what has changed. Is it a new supplier of belts? Have you done any work to the sander?
