Bel-tronics power supply

Picked this up as well at the Georgian bay steam show, I don't think it has ever come out of the box.
Have hunted online but can't find any reference to it or any wiring instructions.
Anyone want to take a stab at it?
The blk/white wires are 12ga and it seems obvious they are for 110v but the rest I'm not sure.

Must be for a small universal motor device which can run on 120AC or variable DC. You probably feed it 120V AC on the white and black wires, not sure what the yellow and blue are for though.

EDIT - maybe the yellow and blue are for connecting a dial volt meter to show you what voltage you're getting on the output.
