Anyone understand Korean - translate?

I'm in need of a 240 to 220V transformer and found this, I think it will work, can anyone translate the text on the front panel?

I'm guessing the toggle switch is either just a breaker or a selection for either 120 or 240V in, and the rotary gives small changes by selecting various taps +/- 10% or something like that?

Might need to give it the once over safety wise.
