Bit rough looking, but could be a diamond in the rough.
 
I think it looks worse than it is. I've noticed that with a few pics I've taken out in my shop lately where phone cameras make things look a lot more rusty and grimy than they actually are in real life. I'm not just saying that to make my stuff seem better than it is either, because my tools are working tools, not museum pieces..... lol.
 
I messaged him. Haven’t heard back. What diameter do you think it is? 8”?
If it’s 8” or more I have a D1-8 plate to bolt to it. I’m sure it’s not as bad as you might think.?
