Could they be used for tool or bolt and screw storage?

Yes.
I have tooling in mine. The drawers are almost 2’ deep and pull out full extension. Each drawer has two trays with dividers and each tray is removable.
If you go to get them, bring help. They are extremely heavy.

Fond memories of those drawers, each held 2-3000 80 or 90 column (depending on vintage) punch cards. If one slipped out of your grasp (the trays are removable) you spent a LONG time putting them back in order. Don't ask me how I know :-)

I have one, I can't imagine what it would take to overload a drawer.
