Based on the fact that it’s a Hermes (who make engravers) I’d say this would be for very light gauge metal (28ga) and plastics.

I had that same shear with my ITX NHermes Engravograph and they are not great, and mine was in much better condition before I traded it. It’s a trophy placard cutter and that one looks pretty ugly unfortunately. But if you want to cut lamacoid It’s probably fine. The blades look pretty rusty in the pics

If it was in decent condition, it's good for lamacoid plastics sheets, brass shim stock, aluminum to maybe 20ga, steel to a maximum of 24ga. Tuned up they'll make a great paper shear, and works nicely for vinyl flooring. I use mine quite a bit for ABS and PVC plastic sheet stock for signs.

Yes, I would agree with all those things, and I also found it did a beauty job with card stock. That one definitely would need a tune up and it looks like a lucky buyer will hopefully have great luck with it.
