So the round bar at the back is the hinge. Wondering how that works and how it is attached to the lower plate. Two SHCS in the top. Anyone know ?

I've seen them done two ways.

The most common has no hinge. The bar just floats in the groove. The top and bottom are only held together by the strap.

But a few have a three or four part bar with two attached to the top plate and one or two attached to the bottom plate. A long central pin holds them all together.

I prefer the hinge less variety. But I can see why others would prefer a hinge.
