What is this for? Spins 360 degrees, can be lifted up or secured tight.

Ah, figured it out, there was an optional plastic curved transparent guard that attaches to the ring.
I'll bet it is one of the first things to get broken.

That makes sense. I've been trying unsuccessfully to help but Nada.

In addition to being one of the first things to get broken, in my shop it would have been one of the first things to get pitched! Especially if it had a safety lock on it. I see them on lathes all the time and always wonder how guys manage to live with them.

Perhaps you can modify yours to take a circular light?
 
What kind of light are people using, those 4-5" selfie lights?

Typically base LED rings with COBs.

COB LED Rings

I designed a 2 ring version with a mount and a translucent white shade cover to provide a diffuse lighting and oil chip guard. Then immediately sold that mill. Just like I sold the lathe I put a VFD on right after completing that project.
