Wow a steady rest!! First I have seen one on one of these. Might be from a different lathe, the tailstock does not look correct for this lathe.

Good catch, it's not. The half nut lever isn't right either. Can't tell if the steady rest is correct or not.

I just don't get it. Can anyone explain why so many of these are missing the original tailstock?

Yep, somewhat sketchy. The tailstock is very weird.

@Susquatch : yes, the tailstock issue I think derives from the lathes use for odd machining or it gets removed to a shelf while the steady rest is in use and… ??? It is so strange and seems to plague Utilathes.

Years ago I bought a Harrison lathe with tracer ( no tailstock ) from Modern when I asked about the tailstock I was told it was probably lost in transit if it wasn’t locked down, the joys of flat decks!
