Don't know if this helps or makes it more confusing showing a similar dual voltage motor and how the thermal overload is wired:
With P1 missing entirely it is possible that it was originally connected to the thermal switch. Do you have a manufacturer's name? Maybe it is possible to get a...
According to the motor wiring diagram T1 is either connected to T8 for CCW or T5 for CW.
The thermal overload cuts power to the motor by "opening the circuit". With that in mind T1 on one side and P1 on the other wouldn't make sense.
I would take a moment to trace all the connections, write it down, make sure it matches up for either CW or CCW.
If the wires are labelled it should be easy to determine if it is missing anything.
I would take a moment to set your DMM to resistance and do some checks between L1 and L2 and...
Okay... So I followed the instructions "Use the attached reference chart to find your tools replacement brushes". Now what? Are you going to post a phone number to call? What is the ETA and warranty? What kinda reviews are you getting? Do you accept 3rd party cheques?
Every so often I take inventory of some of my older tools that have integrated electric motors which use carbon brushes. I check to see how much carbon is left and decide if I need to get ready for replacements or maybe just get them to have on hand.
Depending on the age of the tool I know it...

Peaking over top of that pile is the kid's playhouse and our garden shed. Slowly starting to...
My laser level will audible alarm when not level.
When working as an electrician that tool was indispensable for running cable hangers, etc.
Still a great tool to have.
