These look fairly new, I'm either going to make one, or wait until Ali/eBay start selling them.

Assume I'm going to make one, how much undersized should I bore the hole to make sure the bearing won't spin with say 75-100 ft-lbs of torque?

Aluminum or steel for the block, seems like getting a good tight fit with aluminum will be easier.

With the current status of the peso, that US $50 + shipping + broker fee + HST is going to be $Cdn 150 by the time it gets here. I'm going to make one. The river store has the bearing for $13 delivered, it's on order.

No suggestion here that you purchase from Tormach but merely a confirmation that the design works well.
 
Somewhere here I have some one way needle bearings, and a CAD design for a flip top version that I never got around to making.......Maybe one day I'll tire enough of using the spindle for the holders I have without wrench flats......
