That's right next door to me. So close I might even know the seller.

But it seems to be a dog's breakfast. I don't even see how it works. It might be missing more parts than are there!
 
Interesting if spindle assembly and motor - are rotating around the column? If such - this little thing can be up-cycled into nice cutter-grinder-sharpener.
