This is deeper than flash rust. and it wasn't stored oiled. Yes it can be recovered from this condition. But not at full market price for a 12X36" lathe. If I really wanted it, it go just over half that price and explain why.

I concur... this is just a variant of the busybee belt drive 12x37 lathe. We sold ours in wayyyy better shape and with a VFD conversion for only 3000... and all accessories
 
I own one of these lathes, but a far older vintage. Stout machine, but the rust and poor care devalues it a lot. *mine is still in pristine shape*
