Yes that appears to be in very nice and clean shape and is a bargain when compared to other smaller, older machines that are being sold.

What's not to like about a nice clean 13x40?

Small enough to be able to lift the biggest chucks by hand, big enough to do all but the really big jobs, solid and rigid enough to be a joy to use, and about as precise and accurate as most hobbiests would really want.

If I lived out that way and was in the market, I'd be all over that.
