Looks like the head is on backwards or it's a design I've never seen before.

I would agree. Looks like it is that way for clearance based on the angle plate and the vice being vertically mounted.

I think they just removed the arbor support, moved the over arm to the rear and "stored" the support on the back so they could do a face milling operation.
