If you look close it has a horizontal spindle that’s likely what they control. Place I worked years ago had a Victoria mill like that. Pretty versatile.
 
Got shown a version of this mill late 1990’s maybe early 2000’s that didn’t have a gib or locking clamps on vertical axis. Got told by salesman it was so accurately machined this wasn’t needed.

Hmmm. Didn’t buy.

Hopefully the machine being sold here has a vertical way gib.
