When new, these were fantastic machines (ask @RobinHood) Any lathe that is neglected or abused has way lower value. At 4000$, it is like getting a house for 200K$, you know it is a fixer-upper.
@Debovsky I've heard plenty of opinions on both sides of this issue; I personally am non-partisan.
If he can demonstrate that it works and can take a chip under power feed, well, it might well be worth it.

A good sign is tha the shop is clean and the lathe is clean. Find out why exactly he thinks it needs work.
 
Just an FYI, an older flat head Colchester, 60s vintage MK2, in similar condition sold at Lenmark recently for $10,500! Unfortunately this one does look like a deal as a fixer upper. Can't believe the prices of used lathes these days.
