I think it’s a horizontal mill.
There’s only one Cincinnati in the pics. Looks like a odd one.
or the guy doesn’t know what he’s got.
I get the ‘just clearing out a shop’ vibe.

I'm looking at google pictures of horizontal and vertical machines and neither are right. I think it's a vertical, but it's disassembled? Then again when I look at pictures of both others the handles are in the wrong spot. I sent a message asking for more info.
