It's one of those handles that lifts up to rotate and then snaps down to tighten.
I've googled:
lock lever
lock handle
ratcheting lock handle

Be aware, depending on how much hold you need (how much you are going crank on the handle) there are both plastic and metal ones. Guess which ones allow more force applied and cost more.

Some of the cheaper plastic ones are not worth money you spend.
 
I wasn’t impressed with mine they didn’t last long so I just use a bolt with T handle on it. The first ones were 3d printed with the bolt head a spring kept them in place and lasted quite a while before they rounded the bolt holes.

They worked well but as you can see they cracked and slipped eventually however they are still quick to print.
 
I've been wanting one for my carriage lock but haven't found one in 1/2 - 13 so today I made my own, no spring but it's not needed.
I drilled and tapped a 1/4 - 20 hole in the carriage locking bolt, turned a hat section that the box end of the wrench would slide over then drilled and counter sunk the hat for the 1/4 inch SHCS. Once I had it done I realized the hat could be used like a thumbscrew to turn the bolt in/out quickly but what's a thumbscrew without a little knurl, lol.
With the hat tightened onto the bolt it's just a matter of lifting the wrench up off the bolt head to adjust the position of the wrench.1671329206923.jpegP1010963.JPGP1010964.JPGP1010965.JPG
 
suggestion - get a ratchet box wrench, the type that use a lever to change direction. That’s what I use on my tailstock, very similar to your arrangement.
